History:
Carlos worked for the Arkansas Highway & Transportation Department in the Resident Engineer's office District 10 while
attending college. He graduated with his Engineering Degree from Arkansas State University in 1977.
After college he began work at the City of Jonesboro Engineering Department.
In 1981 Carlos was promoted to Street Superintendent for the City of Jonesboro.
In 1983 he obtained his Registered Professional Civil Engineer License.
The fall of 1983 he started his own consulting firm providing civil engineering services to Northeast Arkansas and the
surrounding areas.
In 2000 Carlos was contacted by the Dean of Engineering at Arkansas State University to become a temporary instructor for
the Engineering Department. He was an instructor for upper level courses such as Water & Waste Systems, Transportation
Design, Soil Mechanics, Hydrology, Intro to Environmental Engineering, Civil Engineering Materials & Testing,
Fluid Mechanics, Plane Surveying, Engineering Economics and Civil Engineering Presentations (CAD Drafting).
He remained with ASU through 2006.
